HB 328 - This Act makes it a crime to fly an unmanned aircraft system to do any of the following: (1) Harass another person on private property. (2) Invade the privacy of another person on private property. (3) Violate or fail to obey a domestic violence protective order. A violation of a crime created by this Act is punished consistent with the existing penalties under § 1334 of Title 11, which are as follows: (1) An unclassified misdemeanor for a first offense. (2) A class B misdemeanor for a second or subsequent offense. (3) A class A misdemeanor if physical injury to a person or damage to property occurs as a result of a violation. View The Bill

HB 30 - Unmanned aircraft systems are capable of introducing contraband into detention facilities without undergoing correctional officer inspections. This bill seeks to prohibit the use of unmanned aircraft systems (drones) to introduce contraband into detention facilities. This bill makes it a class F felony to deliver or attempt to deliver contraband by use of a drone. View The Bill

HB 419 - This bill makes it a class F felony to deliver or attempt to deliver contraband by use of a drone. View The Bill

HB 427 - This Act does all of the following: (1) Requires certain registered aircraft owners to pay an annual fee. (2) Provides exceptions for registered aircraft based in Delaware. (3) Directs the Department to collect fees, as provided for in this Act. (4) Requires the Department to deposit the funds collected under this Act into the Transportation Trust Fund. (5) Requires the Department to file a report with the Controller General by September 1 of each year detailing the revenue received under this subchapter and the expenditures associated with the Department’s responsibilities concerning aviation in this State. This Act takes effect on January 1, 2019. View The Bill

    The National Association of Criminal Defense Lawyers (NACDL) remains deeply concerned over recent executive orders targeting law firms, most recently Paul Weiss and Perkins Coie, and repeats its call to uphold the right to counsel and the independence of the legal profession. Despite a ruling blocking the action against Perkins Coie, the administration has continued to target law firms representing disfavored clients and positions, threatening the right to a zealous defense.
